hey ya ll im a basic newb to this genra ive been an artist all my life but i needed something new upon discovering computers i saw a wonderful world of new ideas however i know nothing of grafficsi plan to learn modeling and graffics . this is where im humbled in your world if some one could do a tut on glitter or direct me to some good vid tuts on this subject it woud be much appreciated ty signed newb at large

Try doing a search of Halo materials on google. They can be used to make sparkly effects.

Other than that, we're going to need a more specific question, unless someone actually wants to make a whole tut on this.
