Slowing motion using IPO editor - SOLVED

Would anyone be able to explain to me step by step how to use the IPO editor to slow down (spread out keyframes) the motion in the middle of an action - as in leave the beginning and end section at same speed? Would this have to be done on the action or to an NLA strip? Simple instructions would be appreciated as I am very new to this!!!! lol

I just found this. In the last sentences it even mentions the matrix effect. Its done with the time ipo curve.
