First of all Let me officially welcome you to the Blender underground. The place where I've never once ever seen anyone answer with fairly standards "RTFM" blanket answer. and I'm not about to start that mean spirited foolishness with this post either. Instead I'll answer as best as I can.
To move a object from one layer to the other you select the object, and then press m. there will be a small window that pops up with the Layers Grid widget. it looks like 20 squares in two rows of 10, and 2 columns of 5. you can them click which layer you wish to move it to bu clicking it. the light blue means it not on the layer, the darker blue means it is. you can also have the object show up on several layers at once.
If you want a duplicate items on a different layer. you will need to first duplicate it using Shift+D to duplicate the object. pressing enter them pressing M and schooing a layer for it to be changed to.
this is for when you want a separate copy of the object in question, One you can make changes to that wont effect the originals geometry.
There is a third way, in which you can share the mesh data over into multiple objects, making changes to the Mesh in one will change the mesh on all copies using the mesh data. Apollos details this in one of his video tutorials here at the underground.
